A map of observations is a sample, not a promise of uniform citywide visibility.
Select meaningful places
Choose sample locations in relation to real service coverage and the customer question. Do not use a grid to imply offices or operations that do not exist.
Keep the query and time fixed
Compare equivalent observations and retain exceptions. A different query or sampling time can change what the comparison means.
Explain what is missing
Show where there is no sample and separate visibility from qualified inquiries. No tracker, location collection or recurring monitoring is active here.
